Read the conditional clause carefully. The limitation follows the moderators' judgement about the message, and the report is the delivery mechanism that puts the message in front of them. Telegram does publish numbers. They describe a moderation operation in which the user report is one input among several, and they are the figures this market never quotes.

Neither figure was produced by report volume. Both describe detection running ahead of complaints, which is the same relationship visible on every large platform — the reason X discounts report volume against posts actioned is structurally identical.
What is a Telegram mass report bot, and what are you renting?
A Telegram mass report bot is not a Telegram bot. The Bot API exposes no method for filing an abuse report, so nothing built on a bot token can report anything at all. What is sold under that name is a user-account script driving Telegram's MTProto client protocol through a pool of phone-verified accounts, with a chat interface bolted on the front.
The market divides into four tiers that differ in interface and price rather than in mechanism. Prices below are advertised rates recorded from vendor pages in August 2026, not measured outcomes. The interface decides the label, never the mechanism.
